You'll need to identify the maker of the flush vavle and get a new one - look at Lunns on the tinterweb.
Non-syphon flush valves (as in WC cisterns with push buttons) often leak due to grit, limescale, etc., on the seating at the bottom of the valve assembly. In most cases, the valve body can be unlatched and removed without tools (and no force!!), and the seating cleaned.
