certainly sounds like a choked cold feed. Seems like a simple enough system so not to many other reasons for it to struggle to vent from the new rad.

On these types of system always bleed with the pump off or you can pull air in to the bleed vent.

Quick check, you could open the system drain and let it run, and see if your F+E tank starts running, can be blocked cold feed, or sometimes if its not a great run on the cold feed (ie its horizontal as oposed to vertical) then it can air lock and not fill.

The system has been stable and therefore untouched for years - although I do recall there was always a healthy squirt at the bleed valves in the past. I'll see what I find in a day or so.
