:?: Is there any accepted way or repairing a rust pin hole in a steel rad? Or best to sling it and replace with new?

Replace it, and make sure you flush and treat the system.
 
There may well be a pin hole in the outside of rad but this will open out to a larger hole as you go through the thickness of the metal.

Sling it>>>>>>>>>>>>>>>>>if repaired either by welding or compounds when it bursts around the repair (and it will) you may not be in the property to notice it! So then it could be a new rad, new carpet, new flo0r etc. etc.

once the system is drained it would be a good idea to check all the other rads:
1. good practice
2. you might make some more cash
3. Saves the customer more $ in the long run
