My mothers central heating is set to come on at certain times but her radiators remain on when she wants them off ,culd it be the honeywell thermostat ,it is about twenty five years old

I assume that the Honeywell unit is a programmer, i.e. you set times and temperatures, not just a thermostat?
If so, your guess sounds reasonable, but it might just need a clean - 25yrs of fluff can gum things up.
If it is just a thermostat, and the timer is separate, then it's the timer that's duff, not the 'stat.

Or a stuck motorised valve??
Oops - didn't think of that - I'm not into all that fancy stuff...
