If the property owner feels like spending the money on a few RCBOs or an RCD, that'll be fine too. Though it will have to be balanced against the cost of nuisance tripping.

Thanks for this. I highly doubt that he'll be spending any money on RCD's, he's that sort of landlord. The main reason I'm asking is the house has a rising damp problem that he is refusing to tend to, and, if at all possible I want to be able to bring the issue of electrical safety into my argument. The only issue with the electrics I have so far is lightbulbs blowing more often than they should be, which, in turn, trips the relevant switch on the consumer board.
 
buy some CFLs (energy-saving lamps). they will not blow so soon, and will not trip the MCB when they fail.
