RCD required for shower pump under bath?

There's a shower pump fitted under my bath. The supply is paralled off the same supply as the immersion heater supply with a separate switch. Neither have RCD protection as the fuse box is quite old and uses fuse wire carrier cartridges.

Obviously an RCD would be advisable but the question is: Is the existing arrangement legal/acceptable/safe?
