Remove surface decking oil

My deck that I built last year is in need of a good clean and I notice that on some parts the oil hasn't completely soaked in and is starting to flake on the surface.

Is there something out there that will remove the old oil from the surface so I can give it a good clean and re-oil this year?

Nope.

Well, you could sand-blast it.

Are you sure you used oil, not stain....? There's a difference.

Yes it was oil, it was Liberon Clear oil.

Perhaps you may be able to advise on my problem...

Over the winter my deck has started to get covered in black mould spots. It appears to be underneath the oil, however it is still getting worse and goes very black when wet so I'm not sure.

When I scrape through the oil the mould comes off, but no cleaning seems to get through the oil to get the mould.

Is there anything that will penetrate the oil and kill the mould off?

This deck was only installed last year and looks a mess already.
