Remove Victorian Soil/Cellar Vent?

Hi, can anyone identify what this vent/pipe is (see images attached)? Located in my front yard, but want to remove or cap to make way for a gravel driveway.

Is it still needed given it's from the victorian era? Any significance given it's proximity to the manhole?
