Having removed a couple of pendant lights I am left with a hole in the artex - or leaving the ceiling rose in place - can you get flat blanking plates for this? or what do people usually do to tidy it up?

You can get blanking plates, but they look like blanking plates. By far the best method of work is to repair the damage using a filler, if you are left with small holes, or a small piece of plasterboard if the hole is too big, and mach the artex pattern with a small application around the damaged area.

Having said that, What are you going to do with the existing wiring. You must remember that the rose WILL STILL BE LIVE even if the switch is in the off position. You must Isolate it at the consumer unit FIRST! If you are not sure USE AN ELECTRICIAN.
