REMOVING PLASTIC PIPE COVERS

The previous owners have covered the pipes with plastic covers which have then been painted over ! They are unsightly and i want to remove them if possible without unlcipping the pipes (incase we crack the pipes). I was thinking of doing it using a stanley knife. Does anyone know if this would work? in particular I am thinking about those sections where the clips are.
Incidentally, they have used no less than 9 sets of clips for piping that is about 8ft high. Surely it is only neccesary to secure top middle and bottom?
If I can't get this job done then I am turning the door round so the pipes will be behind the door. We could use plastic 'u' cover all the way up the wall which would be much neater but then we would not be able to open the door.

Do you mean clip on plastic pipe covers or plastic coated pipe?
