Rendering over old Rendering

Can i Render over old Rendering with paint on it.i will get all the flakes of paint that is there.the wall looks petty bad and over the years its been patch here there and everywhere.plus its not very flat and all i want to do is like an thin coat..can i get away with bits at little as 5mm upto about 12mm .what i want is to put 1 coat on just to make it all look the same and flat..then repaint..any ideas as what to use and mix would be an great help..
