Renovating doorstep

I have a two level doorstep, one level being four inches (100mm) lower than the other. I will be replacing existing tiles but would first like to raise the lower level ( measuring 4 feet x 18 inches) to the same as the higher one. I would appreciate advice on how to go about this and what materials to use. Thanks in advance for any replies.

Construct a nice, strong piece of shuttering so you can pour concrete into, and cast your step......how does that sound?

How high will your new riser be measuring from the ground to the top of the new tiles?

Yes, just add some pea gravel to the mix, and it will be plenty strong enough.
