Replace flue collector and overheat thermostat on powermax

I have a powermax HE boiler. A little while ago the flue collector and overheat thermostat were replaced by baxi as part of a safety upgrade.

We have since found damage the studs on the heat exchanger.

Would you have to remove the heat exchanger in order to replace these two parts.

Baxi engineers would!

But these kind of repairs should not be done by anyone not gas registered.

The situation is that the boiler was found by British Gas to be unsafe as one of the studs on the heat exchanger was damaged.
Baxi are the only people to have done anything other than a routine service, they replaced these two parts.
I am trying to establish if they would have removed the heat exchanger during this work as they are denying they did.

As far as I recall, the heat exchanger has to be removed to replace the collector. We have some Baxi guys on here and I'm sure they will confirm.
