Sandstone fettling

I've got sandstone steps outside leading down to the basement. They're worn and chipped so I've started removing some of the surface to get them flat again (as they would have been 100+ years ago).

What should I use to get the circles and slight irregularities out?

Would course sandpaper on a block be good enough, or is there something else a pro would use?

I've removed all the steps btw, as I'm realigning them.

Any advise gratefully received.

how hard is the sandstone?

if the irregulairties arent to deep then rubbing it with another piece of sandstone and some elbow grease will do the trick
