Seeled or open central heating system

The pressure in my boiler says it is close to zero. However there is a red dial which the manual says represents where the pressure should be.

My dilemma is that I also know that the pressure should be zero if it is an open system, and I should therefore not be increasing the pressure.

Can anybody let me know how I can tell if I have a sealed or open system?
