Seized stop cock/ Gate Valve

The two stop cocks( one each of the water meter) on main water supply to the house I am working are seized solid, one moves a bit with a spanner, but I don't want to stress it or the connections.
Any ideas for freeing them up, I have tried applying Plus Gas and WD40.
Suggestions much appreciated

unscrew the gland nut on the stem of the tap head

and WD again
