strange voltage reading

for all we know, there are no other lights on the circuit, he wanted to isolate the wall lights..
he just can't take the breaker out of the board or the wire out of the breaker without isolating the rest of the ward..

So if it is feeding other accessories (not necesserally lights) then there the risk of breaking neutrals may still cause danger.

so you would be willing to cover the expense of hiring in the temorary lights, the cost of time to set them up and remove them just for a 5 minute job?

Given that it is an absolute duty, it is not a case not a case of taking into consideration time, cost etc. An absolute duty requires the highest standard with no reference to cost or other consideration!

If you dont do this you are breaking the law and rendering yourself liable to prosecution

they're generally good at keeping lights on light breakers in hospitals so I doubt that there are "other" things on the circuit....

but fair point well made.. there may well be other lights on the same circuit..

as you said yourself.. only the OP can tell us more..

do you also isolate every light switch and fused spur every time you take the covers off to do an earth loop test?

The procedure we have to follow to do an "invasive" EFLI test is as follows:

Isolate.

Remove accessory from wall & prepare for test, leaving warning signs & making sure the area is free of "unauthorised" people, having informed everyone what you are doing.

Re-energise.

Test.

Isolate.

Re-fit accessory.

Re-energise again.

The reason for this is in case we come into contact with live parts while removing the accessory from the wall.

that makes it a 2 man job to test then?

1 to turn the breaker on / off, the other to stand at the test point and prevent passers by prodding it?
