If it is bolted to the house then why was it bolted to the base ? The timber framed house we built did not need to be fixed to the foundation slabs. The posts just stood on a lead plate on the top of the slab. as per this picture.


There were 20 such pads. If the post had been bolted to the concrete then as the timber moved ( shrinkage ) the joints would be put under strain. The lead allowed that movement. It also was pressed into the end grain effectively sealing agains water ingress.

The advice to lift the frame and slide in a sheet of lead is good advice. While it is lifted maybe also cut through the bolts with a hack saw blade to allow the frame to shrink and not put strain on joints in the frame work.
