The immediate problem of the leaking PRV has been fixed.
The ongoing problem of a dirty system remains because your "friend" did not power flush the system.
If I ever did a job for a friend, which I usually dont because they expect it to be on the cheap, then I would double power flush it because it would be my reputation at stake!
I can only assume your friend has no reputation to protect!
