Thermostat rewiring question

Hi,

I'm replacing an old thermostat (Potterton PRT100ST) with 3 connections and (symbols):

3 (N) blue
2 (H) yellow
1 (TL) red


on the new one (Siemens RDH10) (from manual)

LX = Common
L1 = Live feed to item to be controlled
L2 = Changeover contact


What colors should I plug to LX/L1/L2?

Red to LX
Yellow to L1

Leave blue in a connector by itself (this new stat does not require a neutral)

L2 is not required.
 
I've replaced the thermostat with the new siemens one, but initially connected the blue (neutral) cable as well which caused the 3A fuse to blow (the one next to the time control panel next to the boiler)

I've disconnected the blue cable as suggested above,
then replaced the fuse in the socket with a new one (3A as well)

The thermostat seems to be working you can hear it switching, all lights are on on the control panel and the boiler but it doesn't seem to be providing hot water to the central heating system. At the same time it heats up the hot water fine.

Am I missing some connection here?

There maybe another fuse in the wiring centre (beside valves, maybe in airing cupboard).
