Think this thermostat is not connected

I have been redecorating a room and got to a room thermostat. Its been mounted on the wall in a real botch job.

There is no backing plate, the earth is not connected to anything, the black wire plastic sheath has split and the wire is showing, the thermostat its self was not level with the wall and there is a dirty great gap where the wires come through.

I have poly filled the gap and sanded it down as best I can - but it got me thinking - I really should test these wires before I do any more - maybe I should have done that before starting work. So I got my multimeter out and tested the terminals - nothing no volts.

I had a closer look at the boiler and there are no wires leading into it only the mains - It looks like the boiler has been replaced - could this thermostat not be connected at all??

We have a combi boiler - don't think there is a separate pump - can I remove this thermostat - and fill the hole ? should I be getting a reading on the multi meter? - could I rewire the thermostat to work?

How long have you lived in the house? Surely you know if the stat works. The wires will become live once the timer (if you have one) is calling for a demand.
