I found the three core and earth cable between the two way switches
had the blue wire inducing a voltage onto the yellow (outermost wire) which
was then producing a current to neutral via the LED lamp, which dimly glowed.
Other lamps would have enough resistance to block this.

I ran in another cable to replace the yellow two way strapper
physically separated from the original three core.

it's because of capacitive coupling and "normal". the current available will be extremely low.

You may have found that the cps was not earthed. I have found this can cause problems if there is not a proper earth.

Or install a snubber. Easier than a separate cable.

Which is not permitted as phase and neutral wires in circuits must run together in the same cable, conduit or trunking.

Yes I have same problem. However swapped make of LED bulb and problem vanished.
