I have a concrete floor in my utility room. It has been painted with garage type floor paint.
Now I want to try and cover it with floor tiles.
1. Will I have to burn off the paint before I tile the floor or can I leave it on?.
2. because I have a solid base is there any special preparation before tiling, will I need some type of sealer, and then a bonding agent?.
3. Can I tile directly onto the concrete using a standard notched trowel with standard adhesive or does it need a thick mortar bed?.
Any help would be appreciated.

If the paint is sound and not flaking etc. then I would say you will be able to tile onto it. It may not hurt to give it a going over with some PVA to help adhesion and normal tile adhesive should be ok .

Any decent tile shop will advise. Standard floor trowel is the one with semicircular thumbnail sized notches. The idea is to get as near a full covering under the tile as possible.

When I've tiled onto a painted wall (I assume a floor will be similar) I have used an angle grinder with a stone cutting disk and stripped some of the paint off so that the tile cement can key properly into the original cement. I didn't do the whole surface, but about 1/2 - 3/4.
