Time to complete a garage conversion

Hello,

I am looking for some guidelines on how quickly I could get a garage conversions done. It would be single level and used only for utility room and cloakroom (toilet and shower).

Entry would be via existing door.

Can I also presume that I would not need any planning permission etc because it is not a habitable room?
