How much of their sentence would be reduced if they 'donated' the money to the Tory party? 
The gov could stop this sort of thing if they collected more information on people. I wonder what people on here would say if they did that? Eg they could make use of facial recognition or even finger prints. ID cards offer a bit but could be forged.
