I assume that this is the earth from the supply?

Is there a met block?

If there is you need to bring 16mm from the MET block to the main earthing terminal in the CU.

DO NOT touch the supply side.

If there is no MET, ie the earth comes directly from the supply side the best thing to do is connect this into the CU, test Ze. Then contact the DNO informing them that their earthing arrangement is unsatisfactory, support your case with your Ze reading; which if it is less than 0.8 ohms is okay BTW.

Are you replacing the CU? if so the tails must be 25mm
