It'd be easy enough to fix any standard toilet seat to a piece of timber which could then be screwed to the wall. Bit of imagination needed on your part really
Sure have thought the thing through As indeed has the op - otherwise he might have subsequently mentioned it.
I was basing my solution on an old victorian timber loo seat which we had in my family home which was fixed to the wall and swung up courtesy of a piano hinge. That was it's design, and it worked well for over a century.
