Toilet pipe leaking

Hi. New to the forum and could do with a bit of advice please. There is a small pipe with a plastic bolt at the base of our toilet which is leaking a bit of water out at the end of the pipe. Any help on how to sort this problem would be most appreciated. Is this an overflow of some sort? It doesn't appear to be connected to another pipe. Excuse my ignorance! photo attached. Thanks in advance.

That's the old overflow, guess the syphon was replaced and it now has internal overflow.
Looks like the rubber is pretty old, you can remove it and fit a blank for a few pennies.
