To say an underground cable with a clamp on the sheath is TNS is wrong, just as it is to say a cut-out with an earthing conductor leaving it must be TN-C-S, it could be TN-S.
I've seen hundreds of subterranean TT supplies in Staffs, and a small number of these had clamps fitted by DIY'ers. They were useless, as the sheath was not connected to anything.
Whether anything has changed since then (I was on the Staffs patch last in 2009), I don't know, but Westie is the best person to ask.
