VPC position on warm roof

Good day,
I'm having a warm flat roof built with parapet and the vpc is installed on top of joist and under plywood. Is this correct or should it be on top of plywood and under insulation?
The insulation is not yet installed just need to confirm this before moving on.

I would think thats ok.

Make sure the parapet is detailed correctly -there are propreitary cavity trays available.

Paraoets are horrible things, they often leak
