Wall anchors/ rawl plugs

Having been given great advice re. repairing holes in plasterboard, I now seek advice on wall anchor/rawl plugs.

Flat has had one of the very old bulky electric storage radiators removed from the wall. It has been replaced with a smaller ( but equally ugly) storage radiator ....at least I think it is but it looks too small to contain bricks.
Anyway, the big silver star pronged like wall anchors for the old radiator are now visible. How do I deal with these? Do I just fill them with pollyfill and sand down to surrounding wall or what? I won't get rust or anything bleeding through after the wall is painted, will I?

Help please, once again! :)

Just remove them first.

Not 100% sure what you have but some of these fixings come out by inserting a screwdriver into them and turning anti-clockwise.
