Wall paper on Plaster Board

I have built a stud partition wall. I need to put some texture paper on one side of the wall and then maybe paint it.

Can I get away with not getting the plasterboard scimed before papering?

If papering straight on the boards is not a good idea, what other options are there?

You don't have to skim a new plasterboard wall, but you should at least have it taped and the nail/screw heads covered over. Give it a sand down after taping it, then give it a couple of coats of emulsion. Don't wallpaper straight onto bare new plasterboard, or you'll never get the paper off, without destroying the surface of the plasterboard, should you ever want to change the paper in the future. Give it a coat of paint first, or a sealer.
