Water coming through Victorian Hallway

We have a Victorian Terrace and the original tiles in the hallway. We have noticed that water is coming through the grouting when we step on the tiles.
We have had the local water company out and they confirmed there is no leak below the house. Would be grateful for any ideas what is causing this

Is it constantly wet or after rain? or after using a sink or loo? Do you have any radiator pipes enclosed near by?
 
What's under the floor? I guess concrete?

Where's your water main? Is it original lead buried somewhere?

Where's your drains in relation? Adjoining rooms - floor dry?
