What is this black pipe near drain manhole cover and is it ok to remove?

Removed some ivy to discover an ugly black pipe near drain manhole cover. Is it ok to cut this off and cap or cut below ground level and cap?

It looks like the drain receives surface water (blue line) and is a combined sewer (red line) and a private combined sewer (brown) joins the combined sewer. What does this mean hahaha?

I wondered if it was a vent but it does not smell at all. Presumably a vent would vent bad odours?!
 
It was intended to let fresh air enter and flow through the sewer. It may still have a mica flap inside as a non-return valve.

Can it be replaced so it is not visible? What are my options here. My house has a vent stack not too far away.
 
You can get rid. Most of them are shallow where they connect to the manhole and usually solid with roots/debris.
