Where would ground level be measured from for outbuilding on sloped garden

Hi all.
Just to clarify.
Council have said that they have taken measurement from the lowest point and not the highest point.
I believe it is a point that can be argued,but the options they have left me with doesn't allow me to dispute it.
Any help would be grateful.
