which circuit for extractor fan and under cupboard lighting

as the title says really, does (or should) the cooker hood and under cupboard lights run off fused spares off the kitchen socket ring main?

They could be run off spurs from socket outlets, they could be taken from your lighting circuit, they could be on a seperate circiuts
 
Think about an accident in the kitchen when the only light switched on is from the under cupboard lights. If something trips the sockets off then you are in sudden darkness. Not good if you have hot items in your hands.

If you run the lights from the lighting circuit and assuming the lighting is not on the same RCD as the kitchen socket then you will not lose lights if something like a spilt kettle takes out the power to sockets in the kitchen.
