cos its what is know as a bypass rad, it helps reduce the heat within the return to the boiler when system is in hot water only mode

its out dated now and modern part l compliant systems incorperate an automatic bypass for this purpose

It may be part of the design, not necessarily just there as a bypass. SOmetimes called a "summer loop". Buy if you reckon you've turned it off, then it should be - OFF!

if its acting as a bypass should it not be on? (we have similar and our is left on)

And not only that if it was acting as a by-pass then it shouldnt have valves fitted.

not even lockshield valves ?

Straight or bent MI x CU compression fittings in the same finish as the radiator e.g. chrome, nickle
