Steamstripper left in the room for half an hour with doors and windows shut. Yhis will soften paint and allow some peeling hopefully. Then free off as much loose as possible and start to steam and peel. Don't keep the steam stripper against the paper for too long or you can split the plaster skim off. No 'easy' way I'm afraid, just easier.
