No.

It's due to incorrect nozzle/combustion settings/damaged plates.

..which I'm sure has already been mentioned.
 
If the heat exchanger is sooted or has deposits, this has an insulating effect and therefore raises the FGT.
Why do you think we cleaan them on a service?

Whilst a dirty HE would increase the FGT a dramatic increase as reported by the OP is more likely going to be due to incorrectly positioned, Collapsed, or just missing Baffle plates ;)
