Yellow plastic pipe

I was clearing and digging an area of the front earlier and I came across this pipe. Quick Google search says yellow is for gas.

Guessing it is the old pipe? Am I allowed to cut it?

I'm going to get shot down for this but...

why not put a tight clamp on it, cut it and then slowly release the clamp. If you hear hissing, you're in trouble!
And you should call the gas board.

Leave it alone and contact the Gas Network ( not the supplier who bills you) The network guys then can do with it what they want - it might need just sealing even if dead or they might need to note it on their plans.

Yes as Nige F says contact your supplier mention you think it is unsafe (kinked) and let them deal with it.
