well yes, it could. If the citizens of this country knew how much they were being ripped off by their expense-fiddling, trough-snouting employees, they'd be round at the door with pitchforks, flaming torches, and pieces of rope.

whilst i agree about pigs and troughs
we need to remember " established practices" in all industries have become part off the wage
yes i agree change needs to happen but it will only happen slowly
you cannot reasonably expect someone to loose say 35% off there legal wages/income and be happy about it

we all look for ways to "legally " reduce what we pay
 
MPs are lowly paid. Alan Havesome gets 40k for 5 minutes talking tosh on match of the day. That's a fiddle if ever there was one.
