Floor insualtion regs 2002

Our floor has always been cold. Now I know why. There is no insulation, only a plastic membrane between the beam and block subfloor and the 8mm of screed.
The outline planning permission was 2000, the build (I think) commenced about 2002 and it was signed off by building control in April 2004. It was a self build and is covered by an insurance that expires in 2014.
I know that insulation regs have gradually changed. Does anybody know what the floor insulation rules were in 2002 or have a set of plans/specs from 2002 that can tell me.
I know I can get the plans from the local authority but I want some info before I open a can of worms.
If there were regs at the time surely I have a claim for rectification against the Local Authority for incompetent inspection, and/or the Insurance Policy.
Does anybody have any knowledge/experience.

You definitely don't have a claim against the council for negligence. Nor the insurers unless there is a specific risk in the policy

The insulation is probably covered by an overall SAP assessment rating in ant case
 
According to my old dog-eared copy of the 2002 Part L regs, the U-value required for floors at that time was 0.25 (currently it's 0,22).

But, working out floor U-values is not as simple as for walls and roofs.
For a given thickness of insulation (or even lack of it) the U-value is also a function of the house perimeter and floor area.

It is possible to achieve a U-value of 0.25 with an un-insulated floor, but only for a perimeter/floor-area ratio of 0.1. Put simply, this would mean your house would need to have a footprint of about 40m x 40m!

As the others have suggested, don't waste your time; try thick underlay with a carpet.

We built our home in 2001/02 with planning permission granted in 2001.

All we had to do was put 50mm jablite on top of the blinded stone before we poured concrete on the oversite.

As mentioned thicker underlay required.
