Looking for some advice on a drain . . . .

Hi . . . we have a downspout at the front of the house which leads down in to a drain which has been fitted slightly lower than the soil around it. It doesn't seem quite right and I'm wondering what I could do to improve it both aesthetically and practically as soil inevitably ends up falling in the drain.

Also, the cement from the nearest flagstone is deteriorating and needs looking at.

Any advice would be gratefully received. Photos attached. Thanks ever so.
