Are there any restrictions with respect to the minimum horizontal distance that a power cable can be run vertically near a wall corner?

The vertical safe zone in a corner of a room is a MAXIMUM distance from the corner of 150mm

I really wish they would do away with this zone.
Guess where a kitchen fitter needs to put the support holes for a corner cupboard?
