Flaking paint on the wall in conservatory? White dust there?

I have got a bit of a problem in my conservatory......

On one of the walls by the window there is a patch of paint that is bubbling and cracking with a lot of "salt" like stuff coming under the paint?

I had this problem at the start of the year but when it was decorated the decorator told me he had painted something on to stop it? It is just as bad now?

Is this a common thing with conservatory's? How can I cure it?
