might want to edit that title a bit.. far too long winded with too much information... 
try your local B&Q, they have a good selection..
the larger stores carry more so the bigger the better..
also try the electrical wholesalers..
you can get touch switches and dimmers that have lights in the center of each switch..

Such a product does not exist.
It would be possible to fit a neon to some types of chrome switch by drilling a hole in the front plate and fitting a panel mount neon in there.
However there is then the issue of where the neon will connect, as most light switches will not be wired with a neutral connection.
