Indoors rendering

When I want to render inside, should I remove the paint?

what do you mean render? what is the background? is it damp? where abouts in oz are you and is there much work for plasterers.
 
Render, as in using a mortar base mix to cover over brick work so the walls look smooth. No the wall ain't damp. The brick work are bessa blocks (large hollow bricks).The problem is that they are painted, is it wise to remove the paint, steam cleaning with a pressure cleaner is out of the question as it is inside the house, so washing by hand will be the way to clean.

mix up pva 50-50 with water add a couple of handfulls of cement and a handfull of sand mix up and apply with a roller.
