Extractor fans in a flat (toilet)

I have just moved into a flat and too my dismay the extractor fan in the bathroom is not working, well it's barley working. It is a circular fan whereby you can unscrew the middle part. I suspect that the air is being sucked out through a pipe which runs across all the flats on my floor (second of eight). I have a larger fan in the kitchen but that seems to be working fine. Do you think it's possible to fix it or am I better fitting a new one? BTW I have a couple of feet above the bathroom before it reaches the flat above me.

If when you took it down it didn't seem obviously clogged up with fluff and dust, or if the blades don't move freely and you can't see why, a new fan is probably in order...
