I've heard that watered-down wallpaper paste is ok for sizing a newly-plastered wall. Is this the case and, if so, is it the case for different walls, one which will be papered and the other painted? If not the case, any suggestions?

Only use thin paste as a size when hanging wallcovering. For emulsioning over, dont use thin paste but instead thin down first coat of emulsion by manufacturers instructions.
