can anyone confirm which way the felt is to be laid on a flat roof,and do they always require the stone chippings.

Hi, Rather than replace on old felt roof with a new felt roof, why not try fitting a rubber membrane that fits the entire roof and will not leak. A lot less work and easy to fit: Look here
